A Caution for Keir Starmer drawn from His Own Past: Without Boldness on Britain's EU Exit and the EU, His Labour Rivals Shall Be.

Seven years ago, a mere eight words to ignite the party's annual gathering and to show the party was becoming disillusioned with Jeremy Corbyn. Although not exactly soaring oratory, the words met with rapturous applause as delegates stood for spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

In that deeply polarized period in 2018, straying from his agreed text in this way was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise leave supporters in key constituencies over the pro-European instincts of his party. In just one speech, this seemingly cautious opposition Brexit spokesman was transformed – albeit temporarily – into a risk-taker who would stand up for the party's base against the leadership he would later replace.

The Shift in Position & Closed Issues

In the years since, much has happened, not least to Starmer himself. One of his first acts upon assuming leadership in 2020 was declaring the Brexit issue was resolved by the 2019 general election. And, at the last one, he consistently stressed unbreakable pledge commitments that ruled out re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in key seats, even if polling evidence suggests many of them have died or changed their minds.

A Lid That Rattles on Europe

Yet, the tables have turned and Starmer is now to be an embattled party leader. And, if Europe may not be the boiling pot of British politics, a lid which was firmly shut for five years is starting to loosen again.

The Prime Minister and Chancellor have ramped up the rhetoric regarding the damage caused by Brexit has caused to Britain's economic standing. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and remains his only real achievement.

Nevertheless, the extent of the economic harm, reportedly has resulted in a national economy that is significantly diminished compared to EU membership, towers over the micro-mitigation so far offered by the government. Starmer’s so-called re-set deal agreed with Brussels last summer provides gains measured in low decimal points.

Cabinet Divergence & Ambitious Proposals

The chancellor is among those attempting to bypass entrenched interior ministry opposition to an expansive version of a growth-enabling youth mobility scheme by which youths can move between the UK and the EU for work or study.

David Lammy has pondered publicly regarding the “self-evident” benefits of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, last week voted for an opposition proposal on customs union membership.

While Nick Thomas-Symonds, the minister in charge of EU policy, now present at all cabinet sessions, maintains the red lines are still in place, there are ways these could be bypassed. A proposal involves declaring the commencement of negotiations now on a much bolder deal, for inclusion in the following election platform, with implementation only if Labour won a new electoral mandate.

The Prime Minister's Deep-Seated Doubts

However, Starmer has lately been pouring cold water on the idea by warning rejoining an EU customs arrangement could undermine the trade pacts with the US, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts run even deeper, and is rooted in several key concerns.

  1. Firstly, he believes any customs union agreement is now significantly more difficult because his ministers actively diverging from European rules across a range of policy areas, like environmental standards.
  2. Secondly, the exorbitant price demanded from Britain for entry into a European defense initiative and the subsequent collapse of negotiations has convinced British officials that former EU partners have little interest in offering favorable terms to the UK than in demonstrating that Brexit does not work.
  3. Lastly, America's latest security doctrine, which has been welcomed by Moscow, is viewed by key advisors in Downing Street as grounds for Britain to maintain distance from Europe.

An Alarming Strategy and Geopolitical Calculations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction due to Muslim migration. It contains only one reference of the UK, found on a suggestion that Donald Trump’s administration will intervene in our politics to encourage the growth of “patriotic” parties.

But, far from deciding that this renders America an unreliable partner, ministers reportedly fear that deeper EU integration would destabilise geopolitics further by risking precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter and The Echo of 2018

This situation brings us back to 2018. The PM has consistently stated his speech was not an attempt for the leadership but merely an effort to keep open the possibility of staying in the EU in a future vote. Indeed, in those days, he still supported a tailored trade agreement of the kind he now appears to be opposing.

Observers within Downing Street note that the Health Secretary, widely considered would be a candidate in any leadership election, is among a group of cabinet ministers signaling they desire greater ambition on Europe.

Staff for Angela Rayner, another probable runner in a future race for the top job, insist she won’t discuss her stance regarding a customs pact because it would only “fuel unnecessary gossip”.

The Obvious Risk and A Prudent Reminder

The danger is obvious. If Starmer rules out more meaningful steps towards a close relationship, he allows rivals to claim the territory where most of the party's supporters are to be found.

It would be prudent of him to recall the impact that a short phrase had for him seven years ago. Potential pathways for a major proposal on Europe which the PM ought to consider; he should explore them himself, before someone else makes them his – or her – own.
